IF NOT…

Uninstall Desktop Experience and reinstall it again. That should re-register any DLLs that might not have registered properly and fix missing registry associations.

Here is the Photoviewer.dll : http://dllcentral.com/photoviewer.dll/6.0.6000.16386/…download it and then extract the downloaded zip file to the system32 folder which is located in windows folder (that is located in your main drive which contains the installed windows)
