I’ve installed RAD Studio XE7 on my Windows Server 2008R2, and i was suprised when it didn’t start. It simply said “Embarcadero RAD Studio has stopped”. I’ve tried to find solutions but I didn’t find anything. Then I uninstalled it, and I installed the XE version. The problem was the same.
Solution: To get Delphi (and maybe C++ Builder) working, add “bds.exe” to the DEP exceptions in the System Properties -> Advanced settings -> Advanced tab -> Performance group -> Settings… -> 3rd tab -> Add…
Now Delphi XE works, and maybe that was the problem for XE7 too. If this isn’t enough, try to disable the Internet Explorer Security Mode, because it uses it in it’s start page.

Yes, it´s wellknown that DEP can cause problems for some software.
And if you read the instructions for Conversion to workstation: Disable Internet Explorer Enhanced Security
you will see that it´s recommended to do exactly that.
