In case any one is looking for an alternate solution (particularly for usb tuners) read on:

Using all the suggestions above, I tried getting my Asus P7131 and HVR-950Q tuner to work in R2 but not very successful. I was able to get the P7131 to show video in vlc but no audio.
My original intention was to be able to remotely control my tv tuner and vlc seemed like the only option. I gave up and came up with alternate solution.

I ended up using Vista installed as a guest in VMWare Player. I then connected the usb HVR-950Q and installed the drivers in the guest os. WinTV didn’t want to install so I just installed SoftMCE_Setup from the extracted files. I then configured Media Center which worked (although not very well). From there I installed WebGuide4. Now I am able to watch TV on the host by connecting to my guest WebGuide server. I am using a i5 750 and the vmware guest uses about one core to stream live tv to my host browser.

As a side note for those who are considering using Hyper-V: I used Hyper-V in a previous workstation system and one of the issues I had was that it doesn’t work well with (at least my) 3D graphics cards. So you may want to consider an alternate solution like vmware. Here is a link that discusses the issue. http://blogs.techrepublic.com.com/datacenter/?p=521
