Shell patch: http://www.softpedia.com/get/System/OS-Enhancements/UXTheme-MultiPatcher.shtml
This will allow you to skin Windows with unsigned files. Your best bet would be to find a Mac OSX skin in which you would simply put the files in C:WindowsResources and double click on the .theme file to apply it.
Also, take a look at the Windows 7 start button changer to turn the Windows start orb into an apple one.

Some other interesting GUI tweaking tools!

Windows 7 Boot Animation Updater: http://www.coderforlife.com/projects/win7boot/
This allows you to change the animation during boot from the swirling balls (windows 7 style) to something more themed-appropriate like say a Mac OSX boot screen instead.Apple Boot Skin: http://se7enultimate.deviantart.com/art/Mac-OS-X-Boot-Screen-for-Win7-200060850 (requires Windows 7 Boot Animation Updater)
