    Try suggestions from my post in Server 2008 section of this forum. They are valid for Server 2008R2 too. It describes how to setup latest original AMD CCC releases to make them work with the server (some features not supported).

    I can confirm that installing a driver separately before CCC does the trick – all Catalist Control Center features work after reboot. If they don’t, uninstall Radeon driver from Device Manager, and then Scan for Hardware Changes to re-install the same driver and reboot. You don’t need to separately unpack CCC installer – it is unpacked before install to C:/ATI dir., just run downloaded .exe, cancel installation, and find Drivers – Display folder there, then point to its 1-st .inf file from Device Manager.

    If that still doesn’t work, add Acceleration.Level D-Word key with Value = 0 to your ATI Radeon GPU device subkey in Registry, as described here and reboot. Despite Change Settings button in Advanced Display Settings – Troubleshooting is still greyed out, all DirectX features are hardware accelerated – you can check it by running DirectX Diagnostic Tool from Windows Help. One can play with other acceleration options by changing corresponding key values or adding missing keys in the same Registry subkey – just compare its content with the same subkey from Windows 7 Registry. It can possibly add support for Hydra and Video Converter, but I didn’t try that. 😀

    It looks like AMD intentionally blocked full CCC feature support, since Win Server 2008R2 code is trimmed compare to Win 7, and doesn’t support some Win 7 video functions, as mentioned by MS R2 Developers on their support forums addressing CCC and similar graphics issues. It also makes sense to block CCC for marketing reasons, as AMD and MS are partners.
