I am using Windows Server 2008 standard, 32bit, and Office 2007 Professional.
Your pointer about using “Run as Administrator” in Excel is very useful. I also did that for Access.
However Excel and Access still did not run. Then I remembered I had added the server role for terminal services (not knowing much about what it implied). I imagine I do not have permission for those services.
After I removed the role, then Excel and Access started to work.

Perhaps you can help with this, too? I installed Microsoft Office in Windows Server 2008 workstation, but for some reason, perhaps due to a lack of permission, I cannot make programs such as Excel or Access to load and run. Would you know how I can rectify the problem?
