x86, FSG133Unpazker.exe, Won’t run

Im running windows web server 2008 on my workstation, and its
working pretty well, except for a little thing.
When i try to run certain programs, e.g. FSG133Unpazker, i get this error:

Windows cannot open this program because the license enforcement
system has been tampered with or become corrupted.

I googled it and tried the software restriction policy method, but
without luck… Anyone has any idea why?

edit: unpacked it on my laptop, transfered the unpacked exe back to the server, and it worked fine 🙂
