already follow steps in:
1. http://www.win2008r2workstation.com/win2008r2/enable-sound
2. http://www.win2008r2workstation.com/win2008r2/windows-startup-soundand i got this, it is ticked, but startup sound not sounds anything. am i missing something?

The Windows 7 startup sound is enabled by default on R2 provided you have a working sound card. Sounds to me like a Group Policy setting is overriding this or its associated registry setting.
Registry Method
1. Open up registry editor. (Start > Run… > “Regedit”)
2. Navigate to the following key:
HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionPoliciesSystem
3. Check to see if DisableStartupSound DWORD value is set to ‘1’. Change the value to 0 and then restart computer.
Group Policy Method:
1. Open up Group Policy (Start > Run… > gpedit.msc)
2. Navigate to Computer Configuration > Administrative Templates > System > Logon
3. Click on Turn off Windows Startup Sound.
4. Change the setting to disabled. Restart your computer.
This should help resolve your problem.

thank you for reply.
as i said before, i already follow the tips from “enable sound” and “windows startup sound”. the GPO already set disabled and registy value is 0. if you see my screenshot, it was ticked, but no startup sound at all. and the tick function is blurred which cannot be unticked and so on.
