DScaler 4.1.17 it’s the solution at least for CX2388x & SAA713x Cards but you have to use Dscaler’s drivers (No WDM ?) for this cards ! Tested on a CX2388x Hybrid card on analog TV & a tipical (out of the box) install of Windows Server 2008 Standard Trial x86 & x64 + drivers!
